My neighbors balcony that is completely covered in dog and toddler poop and pee

Neighbors across the way allow their dog to poop and piss outside all over the balcony, and even allow their toddler to go to the bathroom outside too! I’m sure you can imagine the shock I felt when I went outside last week to repot a plant and standing amongst the last two weeks of dog poop, was their toddler pinching one off too! The best part is the woman will occasionally come outside to clean up the mess….by sweeping it off the balcony and onto the garage/sidewalk below
